My DS was like this and for us it was gentle suggestion that eventually worked.
During the day I encouraged cuddles with me and visitors, but less close bottom patting, sleepy cuddles and more "let me look at you, beautiful baby" type cuddles. I didn't put him in his bed except for two day time sleeps. Other times he just slept in the room where I was. I never turned the lights off.
Night time I stayed in our dark room as much as possible and reduced all stimuli. I only changed nappies at night when necessary but did routine changes in the day with every feed.
If DD got up DH went to her etc. From memory it only took a week or two and he was sorted. Though there really is no rush with such a young baby. Their tummies and bladders etc are too small to recognise night.
