Yep you sure can. Quite often and generally in second or subsequent pregnancys bub doesn't engage until you are in labour. Although not as common it can still happen in first pregnancies too.
I was induced at 7 days over because Rhys hadn't engaged and his head was high. Even after I went into labour, he still hadn't engaged and I was told I would be having a ceaser if he didn't move down. In the end he moved, it meant a bit more pushing but yeah, you can definately go into labour even if bubs is not engaged and Rhys is my first too.
