hmmm, well i don't think i started giving my kids normal milk until they were 2, unless it was on cereal....before that i put them on toddler milk.....but everyone else seems to think it's fine, so i don't know...each to their own?
If you're worried about using whole cows milk and want something a little nutritionally richer you can use goats milk. Goats milk is the closest milk to breastmilk out of all the non-human milk options. It's higher in protein, calcium, and lower in fat, better for the heart and easier to digest.

Not in our house - DS got hold of DD#2s' sippy cup with a chocolate milkshake in it that she'd left half empty on the floor. Its the same way he's been introduced to all the good allergens, actually ... just as well he's not allergic to anything O_o
Incidentally, babies really, REALLY like chocolate milk. Some people have dogs (or a compost heap) to clean up all the food a toddler leaves lying around, we have a baby ... I'm sure this would horrify all the germophobe neat freaks out there, but he seems to really really like her leftovers ...
ETA: both the girls have a chocolate milk after dinner. Big one drinks it at the dinner table, little one tracks it around the house and gets sidetracked playing and leaves her cup in all sorts of weird places that are easily reached by babies ...
Actually I believe that is a myth. I have heard that from many places but I have heard some very well-respected paediatricians (with an international reputation) speak on this topic and apparently the statement is not true and goats milk is not recommended for young children as it has totally the wrong balance of proteins, fats etc. If my memory serves me 'Dr V' - Dr Bryan Vartabedian who wrote the brilliant book "Colic Solved" - is one of them (I hope I got that right!!).Goats milk is the closest milk to breastmilk out of all the non-human milk options
