Then it shouldve been done before we moved in so we would end up having to clean the carpets for us plus the last 3 tenants that lived here ... Not fair im on hold with the RE now because it doesnt seem right since it wasnt done for us

It doesn't matter if it was done for you or not you still have to do it.
The only thing it does mean is that any large stains or damage done to the carpets before you moved in should have been noted by you on the condition report. This means you don't have to remove/fix such problems as they were there before you moved in. If you didn't fill in the condition report properly or at all, then again, not their problem.

Same thing happened to me the carpets were not cleaned before I moved in yet when I left I had to pay for them to get cleaned.

I was in the same boat as you. They weren't cleaned for me and I pointed this out to the RA and they didn't push the issue

Put it this way, if you don't have them professionally cleaned they will almost certainly withhold the cost of having it done from your bond. May as well get them done and control the amount you pay rather than paying for their default contractor.
