Well she said she hasnt seen the condition report and if thats the case a quick runover with one we hire and do ourselves will be sufficient since it states the carpets are stained and dirty we should be ok its just annoying when this new property manager hasnt even seen the house before so hard to explain things to her

Get it in writing. I had the same thing in a house we rented, then got stung when they wouldn't return the bond. I didn't have it in writing and I got screwed.
