Thats really crappy, so what are you meant to do in the meantime? Does he deliberately not file tax returns so to avoid paying child support? And I guess your Family Tax A will be affected too won't it if they think you are getting money from ex. Even if you are on paper "ahead" of payments why can't that ex of yours step up and look after his kids so they can have more than very basics!
From what i've been told, they 'have bills to pay you know'. 2 working adults with no kids, obviously need their smokes & alcohol more than my kids need the basics of life. I spat it when SHE said that. And the moron told me they had to book up smokes that day. You've got to be ****ing kidding me? I don't smoke or drink until my kids are fed, clothed, housed etc etc.

I would say that I "hope" he gets his act together soon but it doesn't sound like he will.
