parenting payment partnered is at a lesser rate than any of the single payments (newstart single rate etc) - as are ANY partnered payments. it's simply because a partnered person has shared responsibility for things like gas, electricity, so can halve those expenses

a partnered newstart cust, getting only newstart, is on the same rate. some will get higher rate as their rent assistance is paid with newstart. in a family situation, most rent assistance is paid with ftb as the family assitance act pays at a higher rate than the soccial security act

parenting payment is an INCOME SUPPORT PAYMENT - it is NOT there to help pay for raising your children - that is what family tax benefit is for
dont want to hi-jack, just curious... when they say 'partnered' does this include husband/wife as being partnered?

    hope that makes sense!
