Katiegirl, temperature charting is about the changes and patterns in your individual body temperature. Some people just run naturally hotter or colder than others.
That said, low temperatures can indicate a possible thyroid problem, or it may just be nothing at all.
When I first started temperature charting over a year ago, I'd often get temperatures around the low end of 36.something. Now, after a year of acupuncture treatment and having medications which can actually make me ovulate, my temperatures are much more normal. High end of 36.something before ovulation, and very high, bordering on 37.0 after ovulation now. Are natural therapies an option for you?
