I should be ok linking this as it's a govt site: Kindergarten Funding Scheme That's the info for the funding program. Having a look for the award - Sorry, can't find that at the moment. I have it at work, so if I remember on Monday I'll get the link. The funding page is pretty clear that the funding is to be used to employ a qualified teacher though!

I guess it depends on what program is running... that said to be eligible for funding they would need to have a standalone preschool program running and to be eligible for standalone preschool they would require an ECT to be paid as an ECT.... ECT is roughly $27 per hour in the 2010 award.
A 4.1 diploma QCCW is around $21 so it is a substantially higher rate... (3.1 CCW is roughly 17.80 and UnQ 2.1 is almost $16 ... then your trainee award rates are substantially lower because they are calc'd on years out of school etc).
I think it is hard to attract ECT to the role because when so many degrees offer dual entry streams into early years in primary school, there are so many jobs going at primary school as well. ECT is the kind of role where you have to hope someone has their years of experience as a diploma trained room leader and then decides to do their bachelor because they already have the passion for the role... catch my drift?
