Yep I second everyone else. Find somewhere else, then make an official complaint. Thats disgusting. I have never ever dragged my child even at their worst and there is no need for it whatsoever. I would have totally ripped her head off if that was me. You are definitely not overreacting, you have these feelings for a reason they are there so we protect our children from harm. Its mothers instinct, trust it.
