Who regulates centre based care in NSW?

So after local centre management, and then head office, who makes sure that centres are following their in house policies, and government guidelines?

Who do they report to when things go wrong?

each state is different - and i can't recall for nsw precisely
but some are through DOCS, some state DHS and others are a specific department of early childhood development.
