We don't bother with liners, it doesn't seem to make much difference to her skin.
Cloth wipes are easy with cloth nappies, you just chuck them in the nappy pail and don't have to fuss around with putting a poopy wipe in a plastic bag for the bin! Same when I'm out, I throw the wipe inside the nappy, fold it so the inside doesn't smear my nappy bag, and in the bag. No fuss.
At home we have a container of plain water next to her change table - we dip the wipes in just before using and change the water every day or so to prevent stuff growing in it. Plain water is by far the best thing for bums. When out, I have the water in a little spray bottle - I spray her bum, then wipe with dry cloth.
We used disposable nappies & wipes while driving to and from Canberra over summer - and I have to say cloth comes out far superior. You need so many more sposie wipes to clean off poo; we usually only need one cloth wipe, or two for a biggie. I have 24 of the cheap sort you can buy at Target and Big W, plus some nice bamboo ones to dry her wet bum afterwards. We only run out when I leave half of them in the nappy bag
