The blue around the mouth is sometimes a sign of cardiac problems, so I'd deffinitely see a GP on this one and ask them to listen for a heart murmur. But otherwise, yes, sounds pretty reflux-y to me.

An alternative to Zantac straight away is Slippery Elm powder, which you can get from a homeopath, and sometimes works well for babies who are suffering with reflux. But after that, options are zantac (ranitidine) or losec (omeprazole).
