You can buy a spray from shoe shops/cobblers that will help them to stretch a bit but generally if they need to stretch they will never fit especially on growing feet.

Are they leather? They might stretch a bit if they are - you can get shoe strechers that I've used on occasion to stretch just that little bit and it has worked.
