I'm not sure - I haven't had to use negative feedback, just neutral cause I don't think they get a right of reply to that one LOL. I think it would depend on the situation. If you were a buyer who left negative feedback and the issue was of your doing, like you paid late etc, then maybe that would put buyers off, but if the issue was the fault of the seller then that wont impact you.
I recently bought a rash shirt of ebay.
The item was described as 'cute pink Ripcurl rashie in excellent condition'.
When the item arrived it was not pink at all, it was faded red. It also was not in excellent condition, it was all stretched out around the bottom. You know how swimmers get those faded see through bits??
I sent an email saying that I was not impressed, told her why & said that I would not have paid $1 for the item at vinnies. I wouldn't have even looked at it & I'm a big op shopper.
She did offer me a refund, but as I only paid $3.25 for the shirt, but $5 postage I thought it was pointless. I would've had to pay another $5 to send it back! Thats $10 for a $3.25 refund.
I did leave negative feedback at the time, mainly to let other buyers know, but in hindsight, maybe it should've been neutral.
She has not left me feed back & I don't blame her. I was expecting negative though.

i think ebay changed their rule in that if you are a buyer the seller cannot leave negative feedback for you anymore. You can leave negative feedback for them but option for a seller is only positive feedback or no feedback at all.

I think if you have had a negative experience (which it sounds like you have - no item, lack of communication or refund) then you should leave negative feedback. I seriously doubt she will refund you now if she hasn't already. How long does a PayPal dispute take to resolve? Is it worth waiting until it is resolved until you leave feedback? Make sure you can still leave feedback too, I think there is only a certain amount of days available that you can actually leave feedback, after that you can't leave any.
Well, have to wait till tomorrow for the PayPal dispute to go to the next step. I have checked her out on eBay and 3 other buyers have left negs for the same problem I am having. So looks like she is probably stuffed as a seller just with those.
I feel in two minds about all this. I am very thankful it was not an item I really, really wanted, but feel annoyed that I have had to spend so much time on something that I put a BS bid on. Sometimes I put in a low bid, if I win it great, if not then I move on. Think I will stop doing that from now on.
