I agree with distraction at that age... maybe try putting a peg on his sleeve... or a band aid on his finger right before a change. See if that is enough to distract. As they get a bit older I would start to cheer the kind of behaviour that you Do like! I sometimes go a bit over the top and say "Yay!!!! You can touch your toes!!!" etc so instead of having them react to your complaint they end up seeking a reaction for an approved behaviour. Oh and ignore the un-approved behaviour as much as possible with the under 1's.... unless it's a safety issue.
