I'd approach the local lions, rotary or apex club and also any that your parents were associated with ( like tennis, bridge, whatever)
Often the service clubs have funds sitting aside for families in exactly those circumstances. Also, having one of them supporting a fundraiser gives it a bit of legitimacy - there are lots of scams about these days and people can be a bit wary of random people fundraising no matter how good the cause is iykwim
As for a bank account - I think that it has to be in your name - but have fundraising after your name - each bank will be a fir different bur will be able to tell you - you need to pass the 100 points of Id check to open one and a fundraiser won't unless it is a registered charity.
