I would imagine what they mean is that you will get either one or the other but not both....so if you are not already in the workforce you would not be eligible for paid parental leave but could still claim FTB......I would think that that would be the most logical way to do it.......I cannot see them just scrappin FTB completely......

it could also mean that any paid parental leave counts towards the means test for FTB and you may not be eligible for FTB for the amount of time you receive Paid parental Leave.....thats my take it on it anyhows.....
