Sounds like she is using you as a play thing to stop her being bored. I think you will just have to refuse her and offer water instead. You know she can go without, so she doesn't need but wants.
You will have some tantrums for a day or so but when she sees you are serious she will stop.
Enjoy the feeding snuggles morning and night with her.
My DD2 is 18m and has been like this over the last couple of months including all night long. As soon as I attempt to sit on the couch she is sooking and getting her pillow (that we feed with), I thought it might be due to my pregnancy (I am 27 weeks) and my supply or her 'knowing' something is happening but maybe it is just the age . I was at my midwife appointment a couple of weeks ago and layed on the bed for the MW to feel my belly and DD started sooking, I couldn't possible lay down and not feed her LOL. My DD does not eat much in the way of solids either except for fruit but I am not to concerned as DD1 did not eat substantial amounts until she was 2.
Oh yes, understanding too here... "this too shall pass"!!
It's hard for sure, usually just a phase though. Try having a few busy days, with lots of interesting snacks on hand. Don't sit down too much and have new activities to distract and space out the time when she asks.
My DD points at the couch and trys to pull me over and make me sit down Lucky they are cute when they're little!
