concerning your question. as far as I know there isnt any specific ritual for putting on hijab/scarf. you would probably laugh when im putting mine on, i just chuck it on, adjust it so its comfy then im out the door lol

i know some ladies are really particular about how there scarf sits making sure that it looks very neat and that it has a fold in the right place etc, so maybe that why she was doing it like that?

next time, im sure no one would mind if you went up to them and asked, i know i wouldnt
