What about what the show 'Super Nanny' does.
Write up a weekly schedule, with what needs to be done each day, allocate a time for it and who does it, and stick it up and do it.
My mum had a routine like this, as she had me, then my sister with down syndrome, then twins (boy and girl) and my step-dad who either worked really shift work or was hardly in the pic.
It kinda went something like this:
MONDAY:
7.30am Wake kids up
7.45am Get dressed for school, kindy and work.
8.00am Eat breaky
8.30am Go to school, work kindy etc
9.30am Vacuum floors
10.00am Wash floors
10.30am Do Washing (Atleast 1 load a day)
11.00am Put twins down for nap
11.15am - 12.00pm Mummy's time (do what she wants)
12.00pm - 1.00pm Catch up on extra house chores
1.00pm Wake twins up
1.10pm LUNCH
1.45pm Pick Gemma up from Kindy (they allowed her to stay for lunch and half of next session)
2.00pm Kids Time - do what they want i.e play outside, paint, run a muck, watch movies etc
3.00pm Educational Time (mum did things that would teach them stuff, like reading, writing, counting etc)
4.30pm Start tea, I was to was in charge of getting kids to clean up their mess and rooms etc
5.30pm Tea Time
6.00pm Bath Twins and Gem, Naomi clear table and wash dishes
7.00pm Relax time, watch a movie or read
7.30pm Bed time for twins and Gemma
8.30pm Mum and Naomi time
10.00pm Bed time
This was the daily routine from monday to thursday, and the it only slightly changed over the weekend or whn my stepdad was around, but it stayed pretty much the same.
