My DD's often have combined parties, but I send separate invitations for each of them, never have both their names on the invites.

I would buy a present for the friend and a token gift for the younger sibling (match box car/cheap book). I dont think you need to buy for both but thats what I would do. When we have done joint parties the invite only has one childs name on it unless the invite is being given to family memebers.
