Agree that someone needs to be incharge or responsible for it as in my experience sadly it gets out of hand! We have a receptionist whose job it is - she hates it but at least things get done. It never ceases to amaze me how much mess there can be. Have you an avenue to suggest change? Chances are you are not the only one thinking this.
