If there are lots of toilets free you don't choose the one right next to the one other person in there.
I choose the cleanest looking loo and check for paper. If there happens to be someone in the cubicle beside the loo I have chosen..... too bad.
I'm not going to sit in a dirty cubicle on the off-chance that my neighbour is a timid tinkler.
