I do NOT think that is a validarguement for its use. Otherwise it is also an arguement for some forms of classic abuse or neglect - such as locking up or restraining children, for short and extended periods of time.
That may be the case but these things should be assessed/judged on a case by case basis. Nothing is black and white.
