Tegan this is all perfectly normal. At the moment the toilet is just a novelty, and that is ok. Let her get comfortable with it. I know its a PITA but the fact that she is telling you, even if only for a muck around is a good step.

Tehya is in undies for the day time now and is going great. We do still need to remind her occassionally, esp if she is playing. And yes there are times that she tells us she needs to go and then mucks around. We make it that Teh isn't allowed to wipe or flush unless she does something. That's her reward

Keep up at it hun. I know it's easy to just think stuff it, but she will just get it one day.
