Lavender, eucalyptus and tea tree are all equal in their antiviral/antifungal/antibacterial proprties. i have used tea tree and lavender in bath and on wipes with success with yuck NR but in your little one's case kuraiza, I might be taking her to the GP for a swab. Just so you know there's nothing sinister going on.
She could very well be allergic to the bamboo, but if they're in the actual nappy pockets then I'd say not so likely.
I'm pretty sure the inners of bumGs and greenkids are suede cloth and I do know that lots of kids have allergies to that stuff. Mrs Nerd Burger is a good one to PM about that.
