I found the Huggies Pure wipes were a bit gentler than the normal Huggies wipes - other than that when DS had really bad nappy rash I would get a zip lock bag and place nappy liners in it (kind of like chux wipes) and then wet them whilst out an about. I always have a bottle of water with me so if there isn't a tap to use warm water then I have my bottled water to use
You could use a water bottle and chux style cloths and put some water on the wipe, use then throw out. I know you can get big rolls of them and I think they are cheap enough to be disposable
I use a Tupperware sandwich keeper - five or so wipes fit in there nicely, folded in quarters. It becomes part of our getting ready to leave routine - nappies, tote bag, wipes. Pre-wet and folded, into the container.
Likewise when we get home - tote bag out, empty nappies into bucket, empty unused wipes into bucket, leave container to air dry. No mould, no dramas. Too easy.
ETA - just in case it wasn't clear - I only wet them with water. I have some Itty Bitty and some Motherease (maybe) cloth wipes.
