It may be a long shot - but any chance writing a letter to your local member / or health minister may give some attention to the situation?

FWIW, you have given him the best start in your power to his life. Love, cuddles, warmth, support and reassurance - things which not all parents give their kids. Give yourself some credit hun, you've had to do a lot of extra work with Brendan and Tristan - somewhat more than others have had to with their 'full term bubs'.
