A retractor model car seat is one that has a push-button that retracts the harness that secures your child. When you push the button the harness automatically fits to the size of you child (I hope that kind of makes sense!). This is as opposed to a manual harness where you just lift a flap at the front of the car seat and pull on the harness straps yourself to make it fit your child.

A "recliner" is just a function of a car seat. You can pull a lever type-thing at the front of the car seat to make it recline.
