the ones I've had have never been anything top of the line but always look in good nic and clean just need to check they have been installed correctly cause sometimes the guys don't really know where to put the seatbelt (especially when rearward facing)
when i book on the net i follow up with a phonecall saying how old my children will be and thus what style of seat i want and i have never had any hassle getting the correct seat - if you don't tell them however you could get anything or they'll just go the middle ground and give you a forward facing seat that takes 8 to 24kg.
i notice a couple of companies only do the forward facing style (can't remember which ones these ones were)
What brontide says about virgin is true (not that I'm doubting just backing you up C) all baby stuff equates to 5kg of your allowance no matter the weight. Qantas I think will let you carry any two pieces over and above the normal luggage allowance and can't remember Jetstars

When we went to NZ we hired our car through Budget and they only had forward-facing seats available.
I think there'd be few companies who wouldn't have seats available (although you may have to give them plenty of notice) but if you have a strong preference for a certain type of seat you may have to shop around or take your own as Brontide suggested.
I hired a car through Avis last year and got a seat no problems. It wasn't a real flash one though (but was still OK) and I had to put it in the car myself which was interesting with a seat and a car that I was not familiar with! I would take my own if at all possible, but if not make sure you tell them exactly what you need when you book the car. Good luck!
I have hired heaps of times - usually through Avis but sometimes Thrifty.
I usually call themand tell them the age of child and what configuration i want - including spacing of the straps and then i check it when i pick up the car. they are very happy to tighten it up etc i have found. i have never had any probs and have done rear facing and front facing. i also tell them where in the car i want it (ie benhind passenger or whatever)
