From what I've learned so far, if you want something quiet, steer away from the commercial breeds. your hardware is probably selling commercial layers. Ask them.
Bantam chickens (small breeds) like silkies and pekins are often said to be pretty quiet, but there are always exceptions. However, they do lay small eggs and tend to go broody more often (they want to sit on their eggs and stop laying new ones).
Barnevelders are bigger, but still pretty quiet and lay more and bigger eggs. They are also very pretty.

I'm not 10% sure about the fine, but someone said it is just over $300.00
I just think it's ridiculous that I can keep a few dogs, a couple of cats, a parrot, some finches and budgies all together but not a bantam chicken.
