That is sooo wrong..the people who do the right thing, suffer because of people not being responsible owners..
I would definately get a lettter from your Dr or Doctors! neighbours as well, as suggested, and make an appointment with someone at council to hand deliver them and have a chat with about the whole thing.

Our council does door knocks to see if we have any unregistered pets.
The 'dog catcher' even drives slowly past our place on a regular basis having a nice stare, looking for our dog that she has a hate campaign against the breed.
