As far as I'm aware if you turn up to a hospital in labour they can't turn you away.

Is it an option to do your antenatal care at your zone hospital but just "turn up" to your preferred one when the time is right?

I had all my care at one Sydney happiest but gave birth at another which was over an hour away (they did try to turn me away but we just walked past them)
This pregnancy I'm contemplating birthing in a different hospital only for support reasons and the few complications I've had already.
