I had very swollen feet and ankles in my first pregnancy, I think it began at 16 weeks from memory.
For me I think it was because I worked a lot standing on my feet all day and was in my third trimester in the hotter weather.
The big concern with swelling is if it is an early warning sign for pre-eclampsia so there may be worried care givers tut tutting at you, but if you don't have any other symptoms you should be given the all clear. Just keep it in mind for yourself too!
It is a real annoyance though.. the throbbing, the tingling, the ugly cankles! I spent all evening every night with my feet up and it didn't really help too much.
This time it has been better. I have found that drinking heaps of water (Woo Hoo, just what every pg person with a little one kicking their squished bladder all day wants to hear) and drinking green tea has really helped.
More fluid in helps the fluid move around more apparently
