I would assume it to be that baby is engaged and the term 'head fixed' would mean that there is no flexibility when they palpate the head. When baby isn't engaged and the Dr has a feel of the head by palpating your belly, it flexes back and forwards on the neck.

I was told the same thing at about the same time by doctors. Fixed. Head down and Fixed. Sounds promising hun.
