It could just be discharge, I hate heaps of watery discharge towards the end of my pregnancy with DS1.

Alan gave some great advice in another thread, I'll paste it below:

When your waters break it can be anything from a very large gush to just a small wet patch on your undies. To get an idea if it is your waters or not try this:-
Go to the toilet and have a wee, make sure that you empty your bladder. Now stand up and have a couple of big coughs. Stand in front of the sink with your feet apart. Put your hands on the sink and lean forward as if you were vomiting. (ah remember that position from the first trimester!!!!). Now sway your hips in a circular motion. If you get a leak when you cough or when you swing your hips then there is a chance that your waters have broken.
Just remember that these tests are not perfect and are only a guideline. If you are unsure it would be a good idea to get things checked.

I went through this last weekend. Lucky for me a trip to the hosp is only 5mins. went up after dd was in bed and dh home. i didn't want to drop dd off for nothing. a test was neg and they did a quick montier to have alook. She ended up looking internally (i've had prom before so she was really reluctant to let me go without being 100%).

despite the fact i was sure i had emptied my bladder etc and leaking was only happening when i sat back it must have been baby pressing down and emptying bladder for me.

pity hte hosp is 900mins away cause it is a really simple test.
