Sewing batting into a blanket?

So I'm new to sewing (got a sewing machine for Christmas!). I thought I would try my hand at something fairly easy like a baby's blanket. I have my two panels and some batting/wadding to go in between.

Now I am wondering, do I sew the panels together inside out and leave an opening to turn it out and then stuff the batting in? And then sew a decorative stitch around the edges to secure the batting?

Or do I sew all three layers together with the panels facing the correct way out?

I think - and I am sure there will be more experienced quilters in here soon, that you tack all three layers together with the right sides out and then 'quilt' in whatever fashion you want as this will stop the batting shifting inside the blanket. Remove the tacking and you then bias bind the edges to complete the blanket. That's how my Mum does it anyway, but she handsews all her quilting, so there may be a different way for machinists.

what I do is actually lay my fabric on the ground and then spray this kind of glue (you get it from Spotlight and is designed for this - it is in the quilting sect) and then put the batting on top then spray the batting and put the next piece of fabric on. Then I sew the thing together. How I finish the quilt depends on the type of quilt. The first one I did, the back panel was larger then the front so I simply folder the over hang over to meet the edges of the front panel. Thus giving me a closed quilt. Others I have sewn material borders... so two panels and then pin border to sew...
