I think - and I am sure there will be more experienced quilters in here soon, that you tack all three layers together with the right sides out and then 'quilt' in whatever fashion you want as this will stop the batting shifting inside the blanket. Remove the tacking and you then bias bind the edges to complete the blanket. That's how my Mum does it anyway, but she handsews all her quilting, so there may be a different way for machinists.
