I dont know if the girls are friends as such. DD1 never mentions that she plays with this girl, but they do say hello when they see each other (although DD1 does say hello to every single kid that she knows at school, whether she knows their name or not )

Yeah if they're not actually friends then it's all a bit weird! I'd probably say she can't make it then ignore the whole thing.
