From what our GP explained it as, its a part of the umbilical cord/navel that doesnt heal properly. She used the term proud flesh.

They usually give you a cream to put on it, and it will decrease dramatically fairly fast, worst case scenarios are silver nitrate (I think, its been a while) to make it go down.

This is what I found on the net:

    umbilical granuloma

An umbilical granuloma is a small piece of bright red, moist flesh that remains in the umbilicus after cord separation when normal healing should have occurred. It is a small piece of scar tissue, usually on a stalk, that did not become normally covered with skin cells. It contains no nerves and has no feeling. Depending upon when they are more flat or berry-like, these things are either cauterised with silver nitrate, tied off with a suture and allowed to wither and drop off, or just plucked off with a clamp and cauterised.

Both my girls had troubles with their belly buttons. The MCHN said DD1 had a granuloma, but when I went to the GP she was not sure and told me to use Betadine drops which seemed helped. The belly button was no longer mucky, but there was still a little growth there. If that had not worked she would have used the silver nitrate. With DD2 betadine did not work, so we were prescribed kenacombe ointment.

My DD had one and had to have silver nitrate put on it, she actualley needed 2 applictions of the silver nitrate- was all pretty easy and harmless though, they just put a tiny little bit on with a cotton bud type thing.

Angus had his treated with silver nitrate and it was gone in a couple of days. I can't remember how old he was but I think it was at his 8 week immunisations. Ruby had one too and it had gone by about 4 weeks.

Juliette had one and it looked like a blood blister sort of thing in her belly button. The Dr described it as a mass of healing cells. She treated it with silver nitrate for about 5 weeks but it didn't budge so she then treated with liquid nitrogen for a couple of weeks and that has cleared it up.
