I used to have this problem. I'm sure you've tried driclor but that it what got rid of the problem for me. It was itchy as all hell and heaven help you if you put it on soon after shaving because it would bring you to tears, but it worked for me. I kept using it and after awhile the problem went away and I didn't have to use it anymore. I'm not sure how long it was but I I only ever bought one pack so it wasn't long, maybe a couple months.
What age are you? I remember from what I read back then (this was a few years ago) that most people grow out of it, so I was never really sure if the driclor hit it on the head or if I grew out of it or a bit of both, but it went away in my early to mid 20s.
