I had a fringe a couple years back....looking back it added 10kgs easily to my faceI mustnt have the right face for it. But my SIL has one atm, like the singer Lily Allen, and it suits her perfectly, its so cute on her.
I think you should go for it! If you dont do it, you'll never know. And if you hate it, well, its gonna grow back anyway!

I generally keep it pretty long, just below my eyebrows. So yes, it needs to be trimmed every few weeks. My fringe is quite blunt and full so I would NEVER attempt to trim it myself. When I was prg it grew like weeds so I was getting it trimmed every 2-3 weeks. That might sound like a hassle but it cost me $4 a go and I was in and out in like 10 mins 

back to you. Honestly... it doesn't sound like your hair is well suited to a fringe? I think you might find it doesn't sit well without a lot of work if you describe it as 'fuzzy and dry'
You could always use a straightening iron, but I find this makes my fringe sit really weird. I just wash mine, give it a blast with the hairdryer and I'm ready to rock
