well after nearly 2 hrs and 1/2 dozen calls target has been order to investigate further as another conumer had same query to recall website, I had just got off phone with target head office and was about to send them pics when a email came from the gov recall site

Thank you for your email. We have had another consumer report the same thing, and have requested the Quality Control officer at Target Head Office to investigate.

so that is good news but for now I have removed the toy tray and it shall stay removed not worth the risk seeing as we had the problem with the stickers but thought who do you contact about stickers we just took them all off and threw them away so a YAY for me
