I am a beginner too (a very enthusiastic one!) and very new to the DSLR scene. I bought the best I could afford - but went on the advice that you should spend more on a good lens than the actual body, which led me to buying a 60D instead of the 7D I originally wanted.
The Canon 50mm f/1.8 is CHEAP ($100 online) so I would definitely recommend that one (if you look at my photography blog, every pic I've posted was taken with it) and just a good general purpose lens. I only have two lenses and would only buy a Macro as a third. I would agree that you wouldn't use the second lens in the kit.
If you can afford the 550D, the 50mm and a general purpose lens, then GO FOR IT! You won't be dissapointed with the results I promise! They are so much fun!
Also, don't hesitate to buy from ebay or online stores. It's so much cheaper!!
I bought the 450D and love it - my sis bought the 550D some months afterwards and it has a few more functions that I would have loved, like using the screen as a viewfinder like a point and shoot does. GL
