You can make it print bigger but if you've got a low resolution image then it will pixilate at the larger size.

If you have Photoshop you can interpolate it, but the results are not always good, and cannot always be predicted.
Basically, when you resize an image, you increase the number of pixels. Interpolation uses certain algorithms to estimate what the colour values need to be in the new spaces between the existing pixels. Because of this, interpolation works best when the ratio of increase is small.
Generally speaking, high contrast images with very fine detail do not interpolate well.
I have photoshop but don't know the resolution of the photo, I'll have to look when I get home.
