I would take her to a doctor.

If it's just a cold there is nothing they can do. But if it turns into an infection of some kind (chest, ear, whatever), she might need antibiotics or something (I don't know: I'm not a doctor, I just know that at that age you take them to the doctor right away if they are sick, to rule out nastier possibilities than a cold).

We took DD to a doc with a cold at the same age. There was nothing to do except use the Fess spray. Our GP said not to use the sucker thing because you can damage the delicate tissue inside their noses, just to use the saline spray. But at least we knew that she didn't have an ear infection or bronchiolitis, or something that would have required more medical care.

Also, I think you aren't supposed to use panadol except if their temperature goes up higher than that: I've been told 38.5 is the point where it is safer to give panadol than not. I suggest you ask the doctor about this.
