I don't know Kim! Have you tried handing her something she likes as soon as you've put her in her seat like some food or a toy? That way she is distracted by the food/toy and not thinking about getting her arms out.

Joel went through a phase of doing it, but after being told off a number of times he stopped doing it. Not all kids are as easy as Joel though LOL. It sounds like you've tried everything!
