I just measured DD2 and her foot is 14cm from heal to big toe. I tried the medium on her and it fits but only just so I would go up a size?
Cheeky little soles has a good returns policy, I have used it before, just if you need it
I have only ever had the mediums (in the slippers) they seemed to have lasted as long as all of my girls needed them but my 4 yo was in size 4 shoes at over 2 years old so maybe not a good guide

Definitely go Cheeky Little Soles . A good friend of mine is the owner and all of my kids have worn them over the years (DS1 was one of the first models for Cheeky little Soles ) and they are fantastic. They are super-comfy and really hard for them to pull off. I found the size medium lasted us for ages, but I think the measurements are on the website anyway. I buy them for baby gifts and everyone loves them!
ETA - I'm not just recommending them because of my friend, they really are a great shoe, such wonderful quality
Babyland on Frobisher St in Osborne Park have some brands if you felt like a trek so you can try them on.
ETA: There is a baby shop (Baby Zone??) on Gt Eastern Hwy just a bit further down the road from Bunnings on the same side heading twds Midland and I think they have some too and not such a drive
