Ashleigh...it may not be the cot thats the issue...maybe its coz your not there that she's not sleeping....??
I agree, i feel 13 months is too young for a bed - toddler or otherwise.
Could you not persevere a bit more with her - maybe lie on the floor in her room for a bit, or introduce a teddy or something for her to cuddle....
