We had a similar problem with our dd Chloe. She would only look to the right and had really poor head control until about 4 months old. The tummy-time thing helped, but she HATED it, so our physio suggested rolling a towel into a roll and putting it under her chest and armpits so her arms were out in front of her, then giving her toys in front of her to reach for. This really helped. Also, and I think this was the thing that helped the most, was when carrying her we held her upright, facing outward (ie she was facing the way we were facing), and I held her around her waist. She let her head drop for the first couple of trips out, but soon realised she could see a lot more if she lifted her head up. So it gave her a bit of motivation. Don't stress though, we were also told it was quite normal and Chloe is now 22 months and running everywhere like a crazy person!
